HMS Raleigh was commissioned on 9 January 1940 to become a training establishment for Ordinary Seamen. The Military Training Act required all males aged 20 and 21 years to be called up for six months full-time military training, and then transferred to reserve duty to be called upon when required.
Today HMS Raleigh is a well equipped basic training facility for the Royal Navy situated on the other side of the Tamar in Torpoint it can be easily reached from Plymouth by courtesy of the Torpoint ferry suitable for cars and foot passengers.
HMS Raleigh provides courses in military training, seamanship, logistics and submarine operations. It also trains crews preparing for operational deployments. HMS Raleigh is also the home of Defence Maritime Logistics School (DMLS) providing training for the Royal Navy's Logistics Officers, chefs, stewards, pay clerks and supply chain ratings, the Seaman Specialist School, the Submarine School and HM Royal Marines Band Plymouth.
The base was modernised through the 1970s, and in the early 1980s, HMS Raleigh took on the Part I training for the WRNS, and Artificer Apprentices as well as adding the Royal Naval Supply School. In 1990, the training of male and female recruits was merged, and over the following decade the base absorbed the Cookery School (from the Army Catering Corps headquarters) and the Submarine School from HMS Dolphin.
HMS Raleigh is a unique establishment covering several square miles and conducts many different tasks. With a program of almost 100 different courses each year it caters for something in the region of 44,000 people.
HMS Raleigh's firing ranges comprise of a 600yd electronic targeting range, two 25m ranges and a Dismounted Close Combat Trainer (DCCT), which is a indoor small arms training simulator/range. The ranges are used primarily by all NMT students, including Phase 1 trainees, on career, PDT and training courses together with the TA, RNR, Sea cadets and other ships companies.

The primary role of the complex is to facilitate Recruit Training. The students undergo an eight week physical training programme ensuring they pass the Royal Naval Fitness Test, Military Swimming Test and an upper body and core strength test known as the PTB.
