The actual figures are a distraction. Mayer Rothschilds famous, or should that be infamous, saying "Give me control of a nations money and I care not who makes its laws" is very relevant. Governments are not stupid and their actions are deliberate, as our ruling elite are serving their paymasters. The Bilderberg organization through usurary are creating a one world government.
